Can I apply to Harvard REA and USC EA at the same time?

I’m confused because Harvard doesn’t allow you to apply to other private universities if you do REA. However, people on the internet have been saying different things about applying to USC early for the half-off national merit scholarship. Some say that USC requires people to apply early because of the scholarship, and that Harvard allows people to apply early for scholarship purposes. Then I’ve seen other people say that USC doesn’t require you to apply early for the scholarship because you’ll automatically get it as long as you get admitted and put USC as your first choice school in the national merit application?

That is accurate, provided, as is the case for USC, that the admissions decision isn’t binding

“You may apply for scholarships or special academic programs with an early deadline at another institution, public or private, if the timing is proven to be a necessary aspect for consideration, and the outcome is non-binding”
