I put Lehigh for #1 on my position list for FAFSA for state aid, but I would like to now change it to PennState. I have not actually applied to either college yet, so is it possible to change my FAFSA despite already finishing it?
Sure. Just delete the schools and add new (same ones in a new order). Does either school require you to list it first in order to get state aid? The schools can no longer see what order they are listed in, but it’s possible a scholarship could tell? If it is not required, don’t worry about it.
Since Lehigh and Penn State are both in PA, it really does not matter as long as you list a PA school in the first position (which you did).

@sybbie719 Yes but does that not mean that if I put Lehigh in the first position, I’ll only get grant aid awards for Lehigh and not Pennstate?

Both are PA schools and you have not applied or been accepted by either.
All schools on the FAFSA can send you a financial aid award.
I think the wording “grant awards will be made to the first college listed on the FAFSA” refers to the school you will ultimately attend.
So once you have an idea which school you will attend you can update it with PHEAA later.
You might not actually qualify for a state grant, it depends on EFC.

The State Grant Form requires you to provide the name of a school. If you’re unsure, list your first choice. Then, when you make your final decision, you can update your college information online in Account Access.
What do I do if I decide to go to a different school than the one I listed on my State Grant Form?

If it is August or later—We cannot change your enrollment until we verify that you did not receive any portion of your State Grant through the school listed on your eligibility notice:
