I’m interested in spending a few weeks next summer at a college for a language immersion program. Is it possible to get a scholarship for a program like that through a college even though I’m still in high school?

Otherwise, can you get a summer job this year and save up some money?
Unless you are getting a scholarship from the program itself, it is highly unlikely that you will be able to obtain a scholarship. Many programs will state if they have limited scholarships and the criteria for obtaining those scholarships.
Summer programs for high school students are basically money makers for the college.
Take a look at NSLI-Y and the STARTalk programs. NSLI-Y sends you overseas for the immersion/language instruction for free. Startalk are at different locations and most of them pay for tuition. Hopefully they teach one of the languages you are intersted in!
