Maybe. The average ACT is 30, but the average GPA is 3.71 (I don’t know if it is weighted or unweighted). Your extracurriculars are definitely impressive. If it is your dream school, apply early decision to maximize your chances.

NYU is not in California.

Why do you want NYU? If you’re in an underpriviledged neighborhood, are you yourself lower-income? Because NYU is known for lousy financial aid - they don’t meet need and don’t care.
With NYU, it’s not just can you get in, but most importantly can you afford it.
Note that you’re in the “California colleges” subforum. You may have better luck in the “chance me” forum.
If you’re interested in attending college in NYC, look at Barnard-Columbia and Fordham.

Other good colleges in NYC include the various CUNYs including Macaulay Honors college. CUNYs are very inexpensive if you gain residency and have a lot to offer. With tuition at $6K-$8K per year, it may be worth it to you to take a gap year in NYC and work before starting. Several of the campuses are also attractive. Macaulay Honors offers free tuition and a stipend. Note that application deadline for Macaulay is early as the program competes with the Ivies for candidates

Other good schools include: St. Johns in Queens; Wagner; Manhattan; Manhattanville; Pace; SUNYs such as FIT and Purchase (which is very close) for the arts.

I can afford NYU  and we’re living in an underprivileged neighborhood at the moment because of work

OK.
In that case, NYU is a good match for you. High match due to selectivity, but the fact you’re full pay will help and you have everything else they want.
Now, you have one match, look for 3 more, plus 2 affordable safeties.
Once that is done, you can think of dream schools, reaches, lottery schools, etc.

Are you interested in the College of Arts & Sciences? If so, then I think your chances are very good. Stern and the Engineering/Tech school are more selective.
