Can I get to UCB or UCLA or NYU?

I am international student studying in US for three years.
This year, I am taking AP Physics, AP Chemistry, and AP Calculus AB. I don’t have any AP classes in sophomore or junior year.
I do not have any easy courses. my GPA is 4.14/4.33.
I joined Child volunteer (sophomore), math club (sophomore), Debate team (junior), Government team (junior), and Track (junior).
I plan to join Debate and Government team again in senior. My SAT scores are 750 (M), 600 (R), and 680 (W).
SAT Math subject level II is 700
I will take SAT Physics in october
I am just wonder if my ap classes and EC is not no much.
Can I get to UCB or UCLA or NYU with math major
Also, can I take Calculus BC while I am studying Calculus AB? Is BC more valuable than AB?
If I take AP exams in May next year, how can university evaluate me upon those AP exams earlier?

Yes you can get into all of them if you can improve SAT

Can I be waived from TOEFL if my SAT reading is over 600?

Since no UCB or USC admissions officers probably will see your question, it’s best to go to their webpages or to call/email them directly, no?

AP Calc BC includes all of the information in AP Calc AB. If you have the option to take BC and believe you can handle it (it is a rather difficult class that moves quickly), it is definitely considered the more rigorous course. Don’t take both at the same time though, that’s kind of redundant, pick one or the other.

Colleges will not use your AP exam results in determine admission, because, as you noted, they will not be available to them when they read over your application.

Are you taking the most rigorous course load at your high school? Or do lots of kids take AP classes their junior and senior years? And do you plan on retaking the SAT or trying the ACT?
