<p>You can send a letter, but I am not aware of any public universities that care about demonstrated interest. Since they’re accountable to the taxpayers of their state, public universities overwhelmingly make decisions on stats and state of residence.</p>
<p>Northstarmom is correct. Someone will likely read your letter and smile because of it, but it is very unlikely to have any affect on your admissions decision or process since it’s not a quantifiable factor in the admissions process.</p>
