can I send in the personal data form electronically, but mail in the waiver?

<p>I did not realise until quite recently that I could not use a waiver with the personal data form, so now I am stuck between paying sixty five dollars to send it online or sending in the waiver in the mail and getting it processed all too late (that is, past the deadline). My family skipped rent this month, so I am quite loathe to waste sixty five dollars, but I don’t want a late application either. Any advice?</p>
