Can School Admin Staff write a LOR?

I am applying to MIT, Tulane and Colby RD. I am an international applicant from India.

One of the LORs is by my English teacher who was also my debate coach. I want to get the other LOR written by the Director of IT infrastructure at my school. He has no involvement with teaching what so over but he has been more than a teacher to me and I have worked with him on a school IT infra project (since I am the school captain).

He was a teacher a decade ago and wanted to coach us for the National IT Fest (I was the team captain)(Senior year). He accompanied our team for the Fest and over two months of coaching, I built a really strong bond with him. We ended up being the runners up.

I have learnt a lot about web server design (my event at the competition) from him. But, I have learnt even more about life in general and how to conduct one self. I am the only “student” he has. He has indirectly mentioned various times that I am the best student that he has ever had.

It is similar for the other colleges. Will it be okay for me to submit a recommendation from him? Or is it not recommended?

What you are describing is an additional optional recommendation, which is fine for those universities that allow. When universities ask for a teacher recommendation, they mean a person that has taught you in an academic classroom setting.

For a university like MIT, with a 2% acceptance rate for international applicants, you need to give them what they want.

All of them appear willing to accept you LoR from the director of IT infrastructure as an additional LoR, but note that MIT and Colby require two teacher recommendations that the LoR from the director of IT infrastructure would not qualify as (MIT also recommends that the two teachers include one math or science and one humanities or social studies). All of them also require a counselor LoR.
