So, during the writing section of our ACT today, the monitor called the 5 minute warning 15 minute early and everyone rushed to conclude our essays. She then told us that she made a mistake and we continued with our 10 minutes left, but no one knew how much time we had unless if you had a watch. So anyway, everyone’s essays sounded pathetic and we gave up at the end. Is it possible to report this or let it be?

Definitely report it. Although a lot of people don’t think so, the SAT essay is a huge part of your Writing score; the better your essay is, the more generous your writing multiple choice curve is.
