I know you can’t get more aid than your COA, but can your financial aid package list more than your COA so you can pick and choose what type of aid you want?

Hypothetical situation: Say my COA is $10,000. $8,000 is covered by a scholarship and $2,000 by work-study, so I don’t have to take out any loans. From what I gather though, pretty much all students qualify for Stafford loans. Would I have to option to say, take out a $2,000 loan INSTEAD of using work-study, or would I not be able to take out loans since non-loans would already cover my COA?

Not saying that would be a smart move, just curious if it’s possible.
