Can't file FAFSA - any way to get aid?

We’re trying to help a family friend recently accepted as a transfer to UC Santa Cruz. Father is not in the picture. Mother did not file taxes, so the student cannot file a FAFSA. This kid has put himself through community college and supported himself for the last two years. From what we read, this is not grounds for a dependency override. It would be a shame for him to have to wait until he turns 24, and apparently UCSC does not offer deferments anyway. Does anyone have experience with a situation like this? It would be great to get some advice from an actual financial aid person.

Why can’t the mother file taxes? Is she required to file or is she exempt because she doesn’t earn enough?

If she is exempt, that would work for FAFSA. If she doesn’t file because she’s cheating the IRS that’s another matter.
