Persuading …
Who or what is persuading? Richard Conniff.
After the shelling of nuts (a very useful technique in Writing, as well as in Sentence Completion questions):
Persuading some readers to do something, Richard Conniff does something in his book.

Choice D: “to loose weight and make it permanent” - to make permanent what? weight which people have lost?

Choice E: “to lose weight permanently and keep it off permanently” - a correct and beautiful(?) parallel structure.
Pretty bad writing, by the way.
If weight is lost permanently there is no weight to keep off - permanently or otherwise.
“to loose weight and keep it off” is more better.:D
