<p>You can use a cellphone pretty much whenever you want. Plebes aren’t supposed to use them around Academic buildings but we do and no one says anything. I don’t think you’re supposed to in ceremonial areas either. Obviously you can get fried if it goes off in class. During study hours, plebes can’t use phones. Everyone else does. You could get away with it if you’re over by Nimitz or are allowed to have your door closed. Still no talking and walking on the phone even though the fleet changed the policy. 
That’s one fo the worst rules ever and it makes life so difficult.</p>
