Here are the basics. I go to a Jesuit Catholic all guy high school which is VERY competitive.
I am a very lazy Asian. My dream school is USC. I live in a wealthy neighborhood that USC loves to accept (you know why).
UC GPA: 3.5
Cum: 3.73
SAT combined: 1980 < x < 2050. Math around 650, CR around 640, writing around 740. I still don’t know my October score and just took November
SAT IIs: 700 USH, 720 Lit, 670 Math II
awards: none
sports: two years of long distance track
EC: like none. of course there are those clubs like Korean Club, Philosophy Club, that don’t interest the colleges. summer course at community college, church retreats, JSA Symposium '08 for a week.
My brother went to USC and my dad received a business award from it also (aka legacy)
Community service: 50 hours + another 100 in the near future
Colleges: USC, UCI, UCD, UCB, UCLA, UCSD, UC Riverside, UCSB, Boston U, Loyola Marymount, Boston College

Assume that my essays are very strong, SAT scores average, GPA lower than average

Are there weighted classes at your school? Did you challenge yourself? If the answer is no, and yes, then it is very possible that the higher schools like UCLA/USC are matches. However, as of now, all the CA schools are small reaches to reach except for UCR.

YOur gpa is low, so are your current SATs. Also, you are very lacking in the EC department. I mean they are decent but not good enough to cover low stats.

You might want to consider Holy Cross which is also Jesuit like BC and outside Boston and ranked #35 on US News rankings. HC is only 2800 students but on top ten list of most beautiful campuses per Princeton Review.
