Your ACT is low for Ivies and that caliber. Full rides are very few and far between, even for domestic students with perfect stats. Do a search in the international forum for schools known for aid for international students.

And what do you mean you were deferred twice last year?

I agree that a full ride is unlikely for an international applicant with a 30 ACT. Why don’t you accept the offer of admission at the very selective Ukrainian college if that is affordable?

Full ride is impossible. Even full tuition is not going to happen.

The ACT score will likely sink your application if you need such significant financial aid. Your competition is people with near perfect scores. (Note that full rides are very, very rare. If you were a penniless sub-Saharan African or Eskimo with a 35-36 ACT, maybe.)
