Not sure if this is a chance me or more “should we submit the SAT score”. I believe this is a strong application (even the SAT scores are good, just not crazy high).

Personally, I would not hesitate to submit those SAT scores. I think you are right they are objectively strong scores. I also think they are in the range where although they may or may not help, it seems very unlikely to me that it would actually hurt to submit, relative to going test optional.
Up to 70% of students submitted a test for fall 2023 (52% SAT and 18% ACT) with the 25th percentile a 1370, 50th percentile a 1470, and the 75th percentile a 1530 (source). Thus, a super scored 1360 will still fall below the 25th percentile of admits at a school where the majority of students submit a test. Thus, many people might be inclined to not submit a test.
Highly rejective schools often talk about how holistic their admissions process is, though I don’t know how common that is at highly rejective big state schools. But since your D’s test score is so much higher than her school’s average and is near the average for admits from your school, I would agree with @NiceUnparticularMan about submitting the test.
That said, however, I think that an admission to Ann Arbor is a low probability admit (less than 20%), so I would make sure she has other schools on her list that she would be happy to attend for four years, that your family is willing and able to afford, and that are extremely likely to admit her. If your family wants any help brainstorming schools, please let us know.
Agreed - long odds getting into Michigan and do you want to pay $340-360k ?? - and I would pick Arizona as a nice counterweight to Michigan. And it’s a safety. And cheaper.
So big flagship that you could barbell with Michigan to ensure you have a great landing spot.
Michigan is much more competitive for OOS applicants so IMO, a low end SAT score is going to hurt.
Definitely manage expectations. Michigan is a reach.

For the Fall of 2022, OOS selectivity rate at UMich was 14% and the number of freshman applications have only increased since Fall of 2022.

So yes, chance being out of stste is low BUT. Michigan likes outliers. Your child is one. She scored much higher then the school avg. Even though her Sat is lower 25%per CDS (common data set), Her GPA is solid. Michigan only looks at Unweighted and will convert on their own. Since students have a history being accepted from your school is a huge positive. I am more optimistic then most due to this but with 90,000 plus applications it’s still a high reach. As stated, have affordable options. Good luck.

Yes. Send the scores by the way. They like students that don’t give up plus improvement on the second one. Your compared JUST to your own school.

Arizona is not on her list, but she does have others - I will ask her to look into it some more! She is applying to Maryland, our state flagship, and I am pretty certain she would be admitted. She is determined to go out of state. Waaaa.
Lol. They all want to go out of state. I can tell you of tons of Chicago students that want to go to Maryland. Lol
You have the same issue at UMD as you do with Michigan - her score is below the 25th percentile. But obviously an easier admit.
If she doesn’t want to go in state, Penn State is strong in the arena too. Colorado is another.
I agree Umich oos with a 1360 is for sure a reach. if she can take it again, even like a 1380 i think would really benefit her application. from the naviance data, i think submitting the 1360 makes sense. i assume the gc would know what your daughters plan should be.
In Naviance, her SAT and GPA are higher than the average admit from her school to UMD. Knowing the backgrounds of a lot of admitted kids from her school in the past few years (including her older brother) I would be shocked if she was not admitted. She wants to do a physical science, not engineering or computer science, so I really think she is fine.
Colorado is on her list!!! (and I am a huge proponent). Penn State is not, although I did tell her to look into it.
