Other than adding more UCs and CSUs, you may want to add OOS offering merit. Did you take SAT or ACT? S24 from CA got merit offer from Ohio State and Oregon State, COAs were very close to in state UCs. By Spring, you won’t regret to have more options. Good Luck.
