Everybody wants a W Virginia kid. ?URM or first gen as well. Great stats and ECs. I’d say your chances at all are pretty good. Just make sure in the end you create a balanced list and at least one safety you would be happy to attend if that is your only acceptance.

I am a native West Virginian but both parents are immigrants. Also, I will of course be applying to a range of safety schools like University of Illinois at Urbana… thank you for your feedback!!

Since you are OOS for UCB/UCLA, are these schools affordable at $60K/year and no financial aid? You are definitely quslified and competitive so if these schools are affordable, you stand a good chance.

Great chances at all schools. Make sure you have enough money for oos. Also call admission councelor for some advice. Or email them, they like it.

UCLA and Berkeley are your safety schools, and those are great schools.

@Dovahkiin012200, UCLA and Berkeley are never safety schools for anyone, especially for an OOS student.

A safety is an affordable school where you wouldn’t mind attending IF you got in.

The OP would have to pay nearly a quarter of a million dollars to attend those schools.
There is NO financial aid for non-residents.

The OP has competitive stats, but there are instate students with higher stats and great ECs.

Knock out all the OOS public schools since you wont get a dime from them, (maybe UVA), personally I’m of the opinion that all your reach schools should be private universities as every one of them on your list will meet 100% of your financial need. As noted above do you have $250K to go to a public OOS school? Do you really want to spend $250K on an OOS public school? Delete UVA/UCB/UCLA and replace with private LAC’s or others that will meet a lot more of your need, not only will you get a better education but in won’t cost $250K!
