Hi, I am applying to UMCP and other similar schools for CS, which I know is extremely competitive.

My academic stats:

GPA: 3.4 (unweighted) & 4.1 (weighted)
ACT: 36
SAT: 1570

My GPA is unnaturally low, which I have explained in my application. Do I have a shot? I don’t have any major extracurriculars, but I have done activities here and there. I am in state.

You are going to have to give us more info or else we cannot help. Purely based on scores, you are average. Your SAT score is great but that GPA will be a killer because state schools purely look at GPA. Just do your best on explaining the low GPA and you should be fine.
