Ok, if your school has a record of sending students with a 3.7 to colleges on your list, you have a shot. Odds are still against your getting in, because so few do, but it means your school is a “known quantity” and they’ll know how to interpret your GPA/rank.
Btw, 9th grade doesn’t count as much as the rest and in any case you clearly learned from youthful errors. So, don’t waste tine on regrets

What about Fordham? Loyola Chicago or DePaul? Northeastern? Pitt? Macalester? Agnes Scott?
Run the NPC for each^ and check out those that seem within budget (they’re all very different so selecting the best fit for you would be best).
