Apply in the early round to UMD. The school accepts upward of 90% of its income of class in the early action round. So get that application on…early!
UMD considers class rank. Perhaps guidance counselor can generalize the percentile?
Admissions is holistic.

My guess is, if the bill passes, then the admissions will not be holistic.
Its impact on out of state admissions- it depends on whether one benefits from a holistic admissions process.
“The legislation would require the University System of Maryland, Morgan State University and St. Mary’s College of Maryland to adopt the guaranteed admissions policy. Sen. Malcolm Augustine (D-Prince George’s), the bill’s sponsor, said it aims to protect diversity in Maryland’s higher education institutions post-affirmative action.
“I think that it will help make the student body, the undergraduate student body, at the University of Maryland more accurately reflect the state of Maryland,” Augustine said.”
“Shannon Gundy, this [University of Maryland] university’s assistant vice president for enrollment management, testified against the bill at a Senate hearing on Jan. 24, saying it would disrupt the university’s current holistic admissions process.
Gundy said students in the top 10 percent of most Maryland high school classes are predominantly white and Asian.
“A top 10 percent plan would fill two thirds of our entering class with students who would do little to increase diversity outcomes and fails to recognize our mission as the state’s flagship,” Gundy said at the hearing. “It would also limit our efforts to enroll students who have exceptional talent that is defined more broadly than simple grade point average.”
Only for in state students right? OOS could still be holistic. Similarly, if the top 10% of in state students don’t fill all the available capacity the remaining IS could also be holistic.

Alot of assumptions and unknowns about potential impact on out of state admissions.

“However, if the top 10% of all Maryland high school students (6,500 students) opt to enroll at a single institution, such as the flagship UMCP, challenges in accommodating them are likely as this would be approximately 2,300 more Maryland students and 700 more total students than UMCP typically accommodates as first-time full-time students.
In response to the high demand from Maryland students, institutions may implement policies to regulate acceptance rates. These policies might involve measures such as increasing tuition and fees, adjusting acceptance rates for other qualified Maryland students not in the top 10% of their high school class, reducing scholarship awards, refraining from offering housing, or introducing other relevant measures. Considering the tuition premium paid by out-of-state students (nearly $28,300 at UMCP for the 2022-2023 academic year), it is assumed that institutions strive to maintain enrolling out-of-state students. However, this may be difficult to achieve if too many Maryland students are anticipated to enroll.
To meet demand, UMCP and other popular institutions under the bill may need to explore alternative means of accommodating students, such as offering online courses, increasing class sizes, or scheduling courses at unconventional times.
If measures are not taken to reduce demand, the enrollment of Maryland students at UMCP likely increases. UMCP advises that it costs approximately $28,000 more than in-state tuition to support each additional student beyond the enrollment plan. Thus, higher education expenditures could increase significantly if measures are not taken or are not successful. To the extent additional Maryland students enroll in an institution without displacing out-of-state students, higher education revenues increase. If out-of-state students are displaced, higher education revenues decrease.
UMCP further advises that it costs an additional $2.0 million to build a comprehensive program to support unprepared students for college-level coursework based on information from institutions within other states that implemented similar legislation.
Institutions that are currently less competitive in enrolling students who would be accepted to UMCP under the bill advise that they may face a decline in the enrollment of such students and, thus, a decrease in higher education revenues. However, the Department of Legislative Services advises that enrollment can likely be maintained with other admissions policies to attract top-performing students or by appealing to other qualified students.“

What math and CS classes are they taking in 11? In 12th? What re the grades in those classes? Are there any grades below a B on the entire transcript?
Only one B+ in a social science subject. Everything else is A- or better. Reg 11th and 12th math, Calc BC and Calc 3 (aka MCLA). CS courses include Mobile Dev, Game design, data structures and a capstone. Also got an A in AP CSA. Thanks!
Comp sci is extremely competitive at U Md. Lots of reports of students with equal or higher stats applying for comp sci being rejected there. Apply EA, but do not expect an admit for CS.

Mine had stronger stats in both GPA and SAT, strong ECs, 10 APs, all 5s (in state) and didn’t get CS. Maybe they prefer out of state though, who knows.
UMD only wants 600 freshman in its CS department, and that includes DS majors who are usually in arts and sciences. Internal transfers now highly unlikely. So the number of CS spots has radically shrunk going forward.
From my local DMV school, you would not be competitive with a 3.8/4.3. The Maryland counties near UMD have had some very high weighted GPAs of 4.8 and so on.
