Public school career educator here. You would never be allowed to do this at my schools, or at the schools our kids attended…or any other school in my region. Fundraising for yourself would just not be allowed.
And if you do find a way to do this…be aware that the money you raise for yourself will be considered taxable unearned income.
At this point, you have not presented a realistic way to afford to pay the cost to attend University of Michigan as an out of state student.
If you are seeking merit aid, you probably need to look elsewhere. Here are a couple of suggestions in the event you do end up being a top student:
University of Pittsburgh
University of Delaware
The Ohio State University
These have merit scholarships for TOP students.
You absolutely should be looking at the public universities in your own home state…where your family does pay taxes to help support the public universities. You can do anything you want to do from your own flagship university…including attending medical school. (Aside…medical schools, for the most part, don’t give two hoots where you attended undergrad school. They care about your GPA, sGPA, MCAT score, LOR, and interview if you get that far).
