So to provide meaningful advice, it would be helpful if you could tell us exactly what you could afford to contribute, including everything–tuition and fees, living costs, books, insurance, travel, and so on. It would not make sense to apply to US colleges that could not possibly meet that budget.
The University of Washington, at Seattle, is a publicly funded university. That means that they use the funds provided by the state’s taxpayers. Their funds will go to their Washington residents.
Seattle university does have scholarships for international students but it appears to be limited to about average of $8000 a year.
Were you speaking of the University of Southern California? They’re tuition and fees amount to over $90,000 a year. They don’t give full rides.

It’s competitive and there are no guarantees.
They are big money goes to national merit winners and athletes. Basically you’re going to be full pay anywhere you attempt to go.
