Yes, if you have not taken any College courses your CSU GPA should equal your UC Capped weighted UC GPA.

I mean if I get into a UC, I will probably go there bc of instate tuition. In terms of what I want in a school, it would probably be that it be a school that provides me a lot of opportunities.
I agree with others you should cull the list. Have you visited these or done virtual admissions sessions? If not, do that…perhaps some will come off the list. Have you submitted any apps yet?
UIUC, Ga Tech, Michigan, Penn are out of reach. Ga Tech and Purdue require a test score, do you have one?
You’ll get into Oregon State, ASU, Merced. I would only apply to schools you would attend over those…so, for example, would you attend Rose Hulman over Oregon State, ASU, Merced? If not, don’t apply. I would strongly encourage a visit to Rose Hulman if at all possible.
Since Purdue is on your list, you should look at the Purdue Data Digest, here, https://www.purdue.edu/datadigest/ , to compare your statistics with those of recently matriculated students. (Specifically the links to “Applications, Admits, and Matriculations” and “New First-Time Beginner Profile”.) That might give you a general idea of your admissions chances at Purdue .
I agree with other posters that Michigan is probably out of reach for you: Michigan recomputes your high school GPA, and you have a lot of "B"s which will negatively impact the recomputed GPA. Georgia Tech is also going to be a hard row to hoe for you, because if you look at its Common Data Set, Section C7, you can see that academic GPA is a “very important” admissions criterion; and your academic GPA as an OOS applicatnt may not be sufficiently competitive.
