Your reading half of SAT is not high enough. Retake.
That said, if you do not increase it, we’ll see just how much legacy matters. You could get the guranteed transfer option. You start soph year after a year elsewhere, taking courses with guidance from ILR. My son did that and it worked out fine, but his SAT was higher.

Did mom and dad both go to ILR?

A 31 ACT converts to a 1420-1440 SAT, so I would not have submitted the SAT. Legacy helps, but being from outside of NY is a slight negative. My daughter is a freshman at ILR with identical ACT and slightly lower GPA. She is a NY resident. Good luck.
