You’ve taken it twice? Do you have an SAT or ACT score?
William and Mary wants a minimum score of 100 on the Toefl (as do many other schools) ideally with at least 25 on each section. Can you take it again? Many schools accept IELTS and DuoLingo too. Take with your HS counselor.
Perhaps W&M will consider that your last two years of HS instruction were in English, I don’t know. I encourage you to understand what they will be looking for to maximize your chance of admission.
