I think you’d have a good shot at both Washington (if that’s the UW) and UIUC.

Unfortunately, your test won’t help at Washington or the UCs.

And you’ll need a safety no matter what - and that’s not on here (although I think Washington would be a likely) assuming your activities and essays match up, etc.
