I would not submit a 28 at any of those schools. Did you use Collegevine to see if their program recommends test optional or not? I doubt you should submit them to really any “top50” school.
Considering your uw gpa 3.5, I believe possibly GW, but I can see a no as well. I don’t think Miami. I doubt the other schools. If UNC is your flagship, maybe. But it will be tough. IU Kelley is a great school. Congratulations!
I believe the student is in at IU but not Kelley - because one needs a 3.8 (he has a 3.95) but a 30 or 1370 for direct admit. He can petition.
Purdue and Rutgers would both be excellent if in at the b school.
