It doesn’t matter whether you are in state or out of state. Your stats are very likely too low for UP campus. Summer is for students that are borderline at UP. A 3.3 weighted GPA is not borderline. I would expect a commonwealth campus acceptance. There are always weird things that happen when someone with lower stats gets in so there is always a chance, but I think you should prepare yourself for a commonwealth campus acceptance and hope for the best.
