I would say UC Berekley, UCLA, and UCSD are very high reaches as your ACT score is 24 (not familiar with ACT scores, but scale on ACT website says 1110 and 550, which = 1660, which is very very low). You are also OOS. I would say if you need to repair one thing, its your ACT score. You are also missing AP scores/classes (assuming that honors classes =/= AP classes) although that may not matter depending on the high school you go to (if it offers none, etc.) I think even with good hooks you may not get what you want. I would say take some APs, retake ACT (aim for at least 30, average SAT for UC Berekley is 2030), and get your GPA up as high as possible.
To be honest, I don’t see you having any chance at the first 4 schools right now. At UC-Berekley the average (I guess weighted) GPA is 4.13, the average SAT is 2030, and you are under average alot in both GPA (you are off by 0.2) and SAT (with conversion chart you are off by like 350)
At UCLA, they have different charts on their admission profile. Your ACT score of 24 fits in their range of 22-25 and 17% of those people are admitted, compared to having a 26-29 which has a 30% chance admission, and having a 30 and above which has a 55% chance admission rate. This should give you an idea that your ACT scores are very low. The good thing is that if you are a rising senior, there are several chances to retake them before its too late.

How is it that you are in NHS without a 3.5 unweighted?

Cliffs
- Very difficult to get in first 4 schools (IDK about others, probably also Illnois)
- Get ACT up to at least 30
- Get good grades next year
- Take APs if available.
