History is not as a competitive major, so still strive for these a high GPA and test scores. Definitely worth an application, but until you have a definite ACT score, it is too difficult to chance. Are you in-state for the UC’s?

Your stats are very low for those UC’s. They are very competitive, prestigious schools with high academic standards. Personally, I know several people who were rejected/waitlisted this year with a 3.9 GPA and a 1800 SAT. UC’s care a lot about GPA! So try to aim for at least a 4.1 weighted GPA with a 28 ACT. On another note, you are OOS. Therefore, they will have lower standards for you.
The privates (Syracuse, Boston, Pepperdine, LMU) really need $$$ and you have it! You are likely to be accepted with your stats because you won’t need financial aid. If you want to be a shoo-in tho, I’d honestly try to aim for a 1800 SAT. Don’t even worry about your GPA!
The Canadian schools have very low standards for Americans because they need money from them. I personally know people who were able to get in with 2.9 GPAs and 1700 SATs. It is very likely that you will be admitted from those schools. They are excellent schools, but it’s not hard for Americans to get in.
