Your academics are decent, ECs are a bit lacking in variety but very good with regards to commitment. What are youe interviews/essays/recs like? Any hooks? So far, Michigan and UCLA seem like your best bet.

I started my essay in Spanish, as it was a story about a coworker & how his journey to America changed my perception on appreciating the small stuff - this might be interesting? I forgot to mention I applied to WashU, as well. Where else do you recommend applying?

I agree with the top comment, I would like to add besides of adding the hook, reco, and essays etc. what about your rank ? If you School does rank where you stand? Top 5% 10%?

I mostly agree with the post above, though I think WashU might be an accept. UCLA/Berkeley would be likely but since you are OOS, it will be harder. Calculate your UC GPA.
