Practically, yes, but not in the way Americans view a safety school. It is inconceivable to me that you wont get in at least one of Rhodes, Hobart and SL. You dont appear, however, to be in the top 25%, so calling them safety schools is a stretch. I do think these three would love more international students.
Washington? Will you actually go there? Will you travel so far?
