UT Austin is a public university which does not give need-based financial aid to out of state applicants. Are you hoping for a merit scholarship?
UT is a reach. For chances, admission to McCombs out of state would be low probability, setting aside the fact that it is unlikely to be affordable for you.
Look closely at the other public universities on your list to see what types of merit scholarships they offer to out of state students, because they may not offer any need-based aid. Penn State is not known for its affordability even in-state; not sure about merit. Texas A&M and Indiana U are also public universities.
