I think your guesses if chances are pretty close to what I would have guessed.

Hopefully all of these OOS public universities will be affordable should your son get accepted! I think he will have several options!

As the parent, have you checked that all of the colleges on the list are affordable?

UMD - ok - maybe lower

PSU yes but not business - not 65%

Va Tech - could go either way

OSU - ok but maybe 50/50

JMU - yes

Nova -no

UTK - likely but harder. Same U of SC

You might consider UMN and Arkansas. If like JMU, how about App State. Miami Ohio would make a nice addition too.
