Chance to get into UMN, Penn State, Michigan State, U Iowa, UO as an international student

UW GPA: 3.2
Studied in singapore for three years(9th~11th) and currently in online school so no class rank

Class:
1 Honors
Completed IB MYP
Dropped IB DP

No SAT
No ACT

IELTS: 6.5

EC: Non-profit organization(Fundraising, marketing), HOBY Korea global youth Laos embassy ambassador, Student ambassador, Published Language preserve website, Taught basic english to pre-school kids in private institution, self studied Hmong, (will self-publish a book on the website similar to amazon) etc.

I’ll be applying as a regular, and I am going to major international/global studies(liberal arts). Among those universities, I really want to go to UMN. What will be my chance to get into?

If you are applying as an international student (meaning not a US citizen or green card holder), then a 3.2 coming now from online studies, with no standardized test, these schools are all unlikely. What about 4 yr state colleges, not the flagships?

What is your budget?

I agree that your chances with that gpa and going test optional are small.

I assume you are full pay. You won’t be getting any aid.

Finally, what is UO? Ohio, Oklahoma, Oregon?

You need to look a step down in schools unless you can get a high standardized test score.

Penn State: you missed the priority deadline (best chances) unless your SRAR was checked as received by Nov 1, so you must apply by Nov 10 with SRAR sent immediately as requested and checked by Dec1 + directly check Summer Session (not “Fall&Summer”) and pick carefully between Altoona and Harrisburg for second choice because student with a sub-3.5 are typically admitted to a branch campus only.

UMN: Twin Cities, highly unlikely. Morris: match. Duluth: likely.

UIowa: match

Hopefully you have a 50k/year budget.

If you don’t get into UMN Twin Cities, you may be offered admission to UMN Morris (a small liberal arts college in rural Western Minnesota) or UMN Duluth (a midsize University in the small Northern port city of Duluth.) If you do well at either of these, you would be able to transfer to the main campus. I know a lot of students who are happy at UMN Duluth.
