I am an international student from India and I am applying to few American and Canadian universities and I want to know what are my chances in these universities.[I applied in regular decision].

-94% in CBSE [Class 12 standard India] [97.5% percentile ]
-ACT 31 [I did something wrong while filling bubbles in English section (missed a bubble and filled in rest of the last few bubbles wrong). I was accepting a 35 in English and 33+ composite score but nothing goes according to our expectations.]
-TOEFL 105
-SAT Mathematics level II 800
-SAT physics 790
-I took many online physics and mathematics courses at MIT opencourseware, coursera and edx.
-Few Awards in art [painting and sketching]
-Volunteering Work at two NGOs
-I am sure that i have written some great college application essays
-Great recommendation letters from 2 teachers.
-personal project on physics and computer science
-Academic projects: one in each subject: computer science , physics, chemistry.
But average ACT score for university of Wisconsin Madison is 28 and the 75th Percentile ACT score is 30. So i think that i have a good shot at university of Wisconsin Madison. But i don’t know how thus Canadian universities evaluate their applicants. My dream university is McGill.

Georgia Tech - Reject
Penn State - Admit. Depends on when you applied there
University of Minnesota - Admit
University of Wisconsin Madison - Can’t say. Probably admit

are you applying this year or next year? If you have just applied, I think itll be a bit too late (for american colleges) Dont know much about Canadian Unis
The Canadian U’s will like those grades, so consider yourself in except perhaps UT or Waterloo, but even there your odds are good.
In the US, GTech is a reach, all others are good matches.
This is all assuming you don’t need financial aid.
The average stats for large public universities are probably meaningless, since most give considerable preference to their in-state applicants. They also usually have many divisions, some of which are much less selective. If you were a football player from Milwaukee applying to the Agriculture School, your academic stats would not have to be as high as they will for an international applicant interested in Engineering or Computer Science.
Your chances at the Canadian universities will be just like woogzmama said. If you applied for math or physics, your chances will be higher than if you applied for computer science or engineering. You should hear from University of Toronto and McGill this month. Waterloo generally doesn’t release decisions until May - yes, too late to compare to US university decisions.
My high school sends a third of our graduating class to UW, and people at or slightly below you are academically are usually just fine, if you don’t have a ton of leadership or extra curicculars it could hurt you a little, but youll probably still get in, especially since your grades look like they convert to a 3.9-4.0 GPA.
@KHRUNF Getting 94% in CBSE India is like much more difficult than getting 2400 in SAT. I think rest of EC is really good. Biggest part of my Resume is that I worked for two different NGO for two years where I taught drawing and basic computer skills to underprivileged children. But even students much better than me get rejected due some reason. What i can do now is hope for the best.
[now you must be thinking than Why i didn’t got 2400 in SAT if i got 94% in CBSE. Answer is that my native language is not English and therefore we don’t know as much English vocab as native speakers do. So thats the part that hold us back to get 2400 in SAT but for the record I got 2160 in SAT (I didn’t mentioned it above)]
@KHRUNF: in-state vs. OOS/international rates are different. Public universities have been created to serve the state by educating its students, creating ideas and research, and projecting prestige. Wisconsin has thus a world-class university along with satellites that attract the best and brightest from around the country and accross the world. (I know the current governor said it was not important, but it should be a huge source of pride to the people of Wisconsin that they have such a university.)
Therefore, preference is given to in-state students, as it should be. Getting in from instate is MUCH easier than from OOS or international, with the exception of MN due to the reciprocity agreements that mean students with similar credentials as instate students are given the same chances. So, for OP to have a similar chance at getting in as your classmates, s/he’d need +.3 on his/her GPA (roughly). On the other hand, a 94% CBSE is really high, like a 4.0 unweighted/4.8 weighted, and thus shouldn’t affect OP’s chances negatively. But all in all, when “chancing” other students, remember that if they’re WI/MN residents, the standards of admissions are lower than for other states/countries so you’d need to factor that in.
I have heard that chances of admission in regular decision are lower than early decision because in regular decision universities mainly select students on space available basis. {even they don’t say so}
