Chances for an int'l transfer student with great record, but not too high SATs

Hi, can anyone tell me my chances as a transfer for Harvard?

I now study in the US and I have a great record both in high school and in college. Though my college extra-curriculars have lessened because I;m taking the maximum units allowed for a freshman...

1330 SATs (plan to retake--should I? Many say the SATs measure HS knowledge, and it's pretty useless to retake it if you're in college) and forgettable Math I & II scores (in the 500s). Writing is 740.

Any advice? I'm willing to retake the SATs and SAT IIs if it will raise my chances considerably.

Essays are not a problem.

By the way, I'm planning to apply to the government program, if this makes a difference...
