Chances for CAS next year

Ok so I have a GPA of 4.167 (unweighted) and I am currently rank 2 in my grade out of about 190 students. Fortunately, the rank 1 girl is moving to California so I think I will be rank 1 by next year.

I have SAT scores (took them once, taking them again in October) of:
650 Critical Reading
680 Math
750 Writing

SAT II scores (taking more in November):
670 Biology
560 History (ya i know pretty bad haha)
I'm going to take MATH II in November and maybe Bio or History again.

and I took the AP Biology and AP History exams this past year and will be getting those in July but I think I passed both of them.

As for AP classes, I have taken 4 so far (AP History (2 year course at my school), AP Biology, and AP Art History) and will be taking AP Calculus and AP English next year. I take all the honors courses that are available to me and as for extracurriculars I am Treasurer of my class (Junior&Senior Year), going to be Sports Editor of Yearbook next year, Varsity Lacrosse for 3 years, Varsity Basketball for 2 years, Cross Country for one year, an active member of Student Council, SADD, and Yearbook. Oh and I'm Chinese if that changes anything.

I tutor at my school, tutoring 3 people last year in French and Math and I am also involved in some service activities such as a senior citizen prom, helping move a thrift store across town, and I will be volunteering at a hospital this year.

Also, I will be taking a 3 week class on neuroscience at Brown University this summer.

Also I don't know if I should apply Early Decision or Regular Decision so if you could help me with that, that would be great :)

Do not apply ED if money is an issue.
