Does having an above-average weighted GPA (low 4s) make up for having a below-average unweighted GPA (low 3s)?

For example, in the NCSU pool… my unweighted GPA falls below the bottom 25% mark, my weighted is around top 30%… and my SAT is well above the top 25%…
and i believe that my ECs are well above average… and i did a lot of extra colllge work (correspondence, and in college, including independent study AP work)

the big gap between weighted and unweighted is explained by tons of AP classes in school and the low unweighted is explained by a horrible performance first semester sophomore yr on which i improved somewhat second semester sophomore yr and junior/senior year…

my rank is decent… top 25% at competitive school… the college rank average is much better, but most schools in my state are very uncompetitive…

So do you people think the weighted should make up for unweighted?

Do you think the following colleges care more about weighted more than unweighted: (and wat do you think my chances are)
- UNC
- NCSU
- Elon
- Guilford College
- Duke
- UNCG (my last resort)
- UNCW (also last resort)
- Wake Forest

And for out-of-state schools: (which i prob. wont go to since im not rich enough, but can u still give chances)
- Johns Hopkins University
- UMD-BC
- UMD-CP
- Swarthmore
- NYU
