Home State? How much can your parents pay each year $ amount? Cannot determine any safety schools until you can post how much you can afford? Safety schools have to be affordable first and foremost.
Great prospects for admission to Washington, and I recommend that you apply to the Honors Program:

Good luck!
I’d say your safety schools are Arizona, Michigan State, FSU, Rutgers, and Colorado State
My home state is NY but total cost is not much of a problem for me.
My parents make over 120 k.
You need to ask your parents what they can pay before you decide cost isn’t an issue.
You may want to think about narrowing it down a little bit. 21 apps is a ton, even nowadays.
My parents can afford it to pay out of state total cost except for NYU. Out of these schools I listed, which one would give me the best overall college experience and which one am I most likely to get into?
Are you positive? I’m concerned that you don’t have correct information on this. Wake Forest’s Cost of Attendance is showing $66,582/year. Your parents can pay that, but not NYU which isn’t much more expensive?
Intended major? You look like a very qualified applicant and if your parents are willing to pay up to $220K/ 4 years at some of these universities (UCLA/UCB/UCSB), you have a good chance at an acceptance.
Overall college experience will depend upon you. UCSB is very different socially and academically than UCLA and UCB, so you need to define what you are looking for in your college experience. I highly recommend you visit as many schools as possible since that kind of money would be a waste if you find some of these schools are not a “fit”.
What major/division are you applying to? It can drastically change things (ex: Pharmacy at Rutgers would not be a safety).
My intended major is english. In terms of college experience, I want a college with great academics, good social scene and great school spirit.
english with a concentration in journalism.
