Chances for uc, csu, and out of state?

So my intended major is Civil Engineering and...
SAT score is a 1970 Math: 670, CR: 640, Writing: 660; ACT Composite is a 31, Math: 31, Reading 31; and my unweighted GPA is something like a 3.6, weighted a 3.9.
I don't have many EC's but i did do band for 4 years and have done Band Council for all 4 years and am currently president. In addition to that i've volunteered at 3 elections.
Only one AP so far, AP Calc AB: 5
currently taking AP Calc BC and Computer Science

These are the schools i was thinking of applying to:

UC Berkelely, SD, Irvine
CSU Long Beach
Cal Poly San Luis Obispo
Loyola Marymount University
Manhattan College
Bucknell University
Syracuse University

and I'm thinking about applying to Columbia or Brown.

I've looked online and nothing really points in one direction, any help would be greatly appreciated

Columbia and Brown are really high reaches. Berkeley is a reach too. CSULB should be good and Cal Poly I think is a good match. Not too sure on the rest.
