<p>Between OP’s ECs, a chance to take the SAT I again (study!!!), and very high TOEFL, I think that his/her chances are not so low as to make it not worth applying. That is a really good, and really interesting, resume. In the usual disclaimer, almost nobody has a good chance of getting in. Make sure to apply to a significant number of schools in the US; you’re interesting enough that you’ll probably appeal to at least somebody, but with that SAT score, your chances of getting into any particular school are low.</p>
