Hi I am currently a junior starting to look into what colleges I will be applying to. I am half white half Filipino and am from Ohio
My current ACT score is a 33
GPA:3.9
I am currently an IB diploma student and am expected to get 5’s and 6’s on the exams
Extracurriculars:
photography club
junior state of America(debate)
leader of African Library Project
French Club
Adopt a Classroom(helping innercity school kids)
etc…
I was wondering about my chances getting into the following colleges:

Can you afford these schools? You should run the net price calculators on all of them (on each school website). U of Washington is a state university, and you would have to pay OOS tuition.

Also USC just raised their tuition making it one of the most expensive schools in the country.
