Chances of getting admitted to Berkeley?

Hey guys! So I have all As except a C in AP World History, (I’m not the only one, I only know three people who actually got As in that class) but I managed to earn a 4 on that AP test. I have taken 7 AP classes (and got the title of AP scholar with honor), four honors classes, and two concurrent enrollment classes during my freshman, sophomore and junior years. I am enrolled in 6 AP classes my Senior year.
My cumulative GPA is a 3.89, and when weighted it’s a 4.24, (or a 4.29 if I’m not too lazy about my online class) making me top 5% in my school.
I currently have a 2100 SAT, but I’m hoping to make it at least a 2200.
I am doing a summer program at a university to study number theory.
I am on the board of three clubs, two of which I started. I was a ski racer for ten years.
I also speak fluent french.
What are my chances of getting into Berkeley considering I am an out-of-state applicant.
(Male, asian/white mix, average income family)

If you are from an “average income family” from outside of California, you will not be able to afford it unless you get a Regents’ or similar top level scholarship. Getting such a scholarship should be considered a super-reach. Note that UCs are much more HS GPA sensitive than test score sensitive, so that C you got probably hurts you more than any gains in SAT score you can get from retakes.
