Chances of Getting into McGill with SATS below the requirements

My daughter has a 3.7 GPA but her SATS are 620 in English and 520 in Math… She has 770 in her French subject SAT and a 540 in her History Subject SAT. She is half French and had never been educated in English before the 9th grade. As McGill is a strictly by number school, does this mean she has no chance of getting in? Is there anyway to highlight both the fact that she speaks fluent French and studied in France until high school and is a dual-national. If she had stayed in France, she wouldn’t have had to take the SATS and I think would have had a better chance of getting in. She also has musical talent but that too does not seem to be taken into consideration at McGill unless she is applying to the Music School. If anyone has any thoughts, would love to hear them.
