Basically what I want to know is do I have a chance to get into penn state an if now what are other good colleges with good physics programs Icould get into?

Apply very early in the year…like September. You have a very good chance of being accepted at one of their satellite campuses for their 2 + 2 program. (Two years at the satellite, two years on main campus)

Maybe try retaking the SAT or take the ACT? higher test scores will improve your chances, since its hard to improve your GPA at such a late time

your course rigor will help you a lot as well.
