Chances off CMU CIT priority waitlist?

Hi, my brother and I are very close and I care a lot about his future. Him and I would like to know his chances at CMU CIT PWL. He is definitely entering the engineering field and is most likely going to be doing BME. His stats are as followed:
Asian Male
UW GPA-3.6, W-~4.4
SAT I Breakdown-800M, 700CR, 720W, 2200
SAT II-Math IIC 800, Chemistry 790
ACT (not submitted)-36 on math, 33 composite
EC: Math League A Team, a ton of clubs, 2 years on high school swimming and tennis team
Recs: Decent
Essay: Pretty good
Others: Summer of junior year > senior year, accepted into rigorous internship program with pay which looks good on colleges

Acceptances: Georgia Tech with about $10-15k/yr (definitely top choice so far and would be very hard to choose between this and CIT, due to it being very close to Atlanta! and prestige and elite in the engineering field, especially BME) , NYU Poly $27k/yr, Case Western $30k/yr, NYU disregarded scholarship because not interested in school in general, University of Buffalo same as NYU, U of R $20k/yr.

Waitlists: WashU in St. Louis, CIT Priority Waitlist

Denials: MIT and Stanford basically (top choices), and a few ivy leagues that are stronger in liberal than engineering

Basically I’m just wondering what my brother’s chances to get off the CIT priority waitlist are, and would also like to know which school has a better campus life and larger and more modern campus, as well as better scenery. I already consider Georgia Tech to be stronger than CIT in engineering, especially BME and prefer Atlanta over Pittsburgh. I also acknowledge that CIT has a better social life and isn’t too far behind on the engineering rankings (BME and engineering in total according to Princeton review and USNWR).
