I live in WI, and based on who I know was accepted within my social sphere, you seem to hover a little lower than their average student in terms of GPA and AP’s. Your extracurriculars look great though, especially if you are pursuing Russian/E. European studies. Also, I don’t know if you’ve looked at the Common App yet, but there is a section specifically for explaining circumstances that would have affected your application. It would benefit you to enclose that you were sick for so long. I would definitely focus on raising your GPA and retaking your ACT though, because if anything held you back it would be those things. Don’t give them the chance to discredit your capabilities.
