chances/suggestions in illinois/wisconsin/indiana?

I know I’m not a stellar student looking to go to Harvard or a top Ivy League, but I’d still like chances in schools. Please don’t tell me that everything’s too low - I’m not posting to hear about how I won’t get into college.

Academics:
*ACT - 24 with 10 on writing
*GPA - 3.35
*Top 50% not top 25% though (very competitive high school with skewed ranks due to AP and honors extra cirics, im the last class with a class rank.)

Extra Cirics:
*Student Council (~60 members)- Exec. Committee – active in club for 3 years
*Community Service Club (~100 members) – President (2010-2011) Secretary (2009-2010) – active in club for 3 years
*Wind Ensemble + Marching Band – active for 4 years

(I did stage crew for 2 years, FBLA for 2 years, and Habitat for Hummanity for 1 year)

Honors/Awards
*3rd Place Technology Concepts in Regional Business Competition
*Creator / Admin for my school’s Facebook Fan Page (2,000 “fans”) – I post news, events, etc. and keep our alumni, current students, and future students informed on school happenings (official page, and part of a school social media initiative)
*Rotary Youth Leadership Awards - Leadership Camp

Work
*Computer Assistant at local library for 2 years (2008-present). Designed own computer class and taught 4 times now, assists with computer classes, helps people with questions about printing/computers/copiers
*Some consulting work editing some small business websites

SCHOOLS: (interested in technology management, management information systems, and/or information technology within the school of business)

Dream:
-University of Illinois
-University of Wisconsin Madison

Chances?/Target:
-any big tens/larger schools I could get into? Or have an okay chance at getting into?
-loyola?
-michigan state?

Safety:
Northern Illinois, Univ. Wisc. Whitewater, Illinois State

Any suggestions for schools? My dilemma is that my scores are in the top 75% for Wisc. Whitewater and Northern Illinois and I’m looking for a school that I could get into where I’m more in the middle or reaching that has at least some sort of decent-good rep. I’d like to stay in the midwest (illinois, wisconsin, indiana, michigan, iowa, etc. and not too far from home)

Should I list the clubs I was in for 2 years or less on my application for fall 2011? I’m guessing colleges won’t want to hear about clubs I didn’t stick with…
